Hello South Texas partners,


Harvey is now a tropical storm and has slowed down to a nearly stationary
motion with the center northwest of Victoria. Harvey is forecast to meander
over the region through the middle of the week producing life-threatening
and catastrophic flooding.  River flood warnings have already been issued
for several key rivers.  For all the details see the attached briefing.

*Storm Surge Warning remains in effect from Port Aransas to Port O'Connor*
Location: 29.3 N  97.3 W or 40 miles NW of Victoria, TX

Maximum Sustained Winds: 50

Minimum Central Pressure:  994 mb
