[W5SFA] C4FM Users: Change to DG-ID on Bellville UHF Repeater

I have changed the DG-ID of the Bellville UHF (C4FM digital) repeater back
to 00. Previously, it was set to 10.
The reason for the change: DG-ID functions as a digital squelch. When set
to 10, users must set their rig to that DG-ID, or their transmissions will
be rejected. Setting the repeater's DG-ID to 00 effectively turns off
digital squelch, and allows all signals through regardless of your rig's
DG-ID setting. This change makes the system easier to use, since you don't
have to fiddle around with the DG-ID setting of your rig.
The only potential down side is if there is another C4FM repeater on our
frequency, it's signals will also be heard. That generally shouldn't
happen, except for occasional freaks of propagation.
Also FYI, our Columbus repeater is also set to DG-ID of 00, so it's
consistent.
