Greetings to the Members of the ARRL South Texas Section from Paul
Gilbert, KE5ZW, South Texas Section Manager…

Welcome to the new South Texas Section eNewsLetter. The eNewsLetter will
be one of several online  information sources for the ARRL South Texas
Section. It has been awhile since we last chatted, so we have lots of
news and information catching up to do.

2019 will see changes and new faces in the staff of the South Texas
Section.

Change is a constant that always happens, which moves things forward as
needs and programs evolve.

I want to congratulate Louis Petit, WB5BMB for his past 10 plus years of
service as the STX Technical Coordinator as he steps down from that
staff position and Peter Naumberg, K5HAB steps up into the position of
STX Technical Coordinator.

Peter recently moved to Texas from New Mexico where he has been very
active in the Technical Specialist field presenting sessions on various
technical ham radio subjects and providing technical assistance in RFI,
antenna, and other ham subjects.

Peter will be reaching out to the Technical Specialists in the Section
as he builds his staff. Persons, interested in becoming a TS, contact
Peter at k5hab at arrl.net.

Peter resides in the Livingston, TX area. Please welcome him to Texas,
the South Texas Section and his new responsibilities. Louis will
continue to serve the section as a Technical Specialist.

Those having ARRL appointments are highly encouraged to reach out to
their up-line reports or coordinators to maintain contact and pass along
current contact information.

There are quite a few section appointees that can no longer be contacted
because of out of date contact information. It is imperative current
contact information is on file with the appropriate section staff and
ARRL HQ as well as maintaining membership in the ARRL to continue
holding an ARRL Field Service appointment.

In the coming weeks, there will be some new section level appointment
positions being announced and I will be looking for persons to fill
those positions. More on that as the titles, qualifications and job
descriptions are finalized.

Looking at the 2019 Texas Legislative session, which started this week,
the hot topic is HB 43, filed by Senator Zaffirini that would change the
"texting while driving" law to include virtually any action or use of a
cell phone, texting, or land mobile radio device while driving a
vehicle.

This would include amateur radio operations as well as CB, public
safety, commercial radio use while the vehicle is in motion. It may also
be interpreted to outlaw even adjusting the broadcast / Good Time radio
in your vehicle.

The bill has a VERY long, hard road to hoe before it could become law.
West Gulf Division Deputy Director John Stratton (N5AUS), former STX
Section Manger Lee Cooper (W5LHC), STX SM Paul; Gilbert (KE5ZW) and
several others will be working with the Senator to educate them on the
need to adjust the wording to regulate the intended purpose of texting
and cellular use while driving.

As HB 43 moves along the legislative process, members of STX Section
will be keep informed as to its progress or needed actions.

Hamfest season is firing up.

This weekend, Jan 12, 2019 will see the San Antonio Radio Fiesta 2019
being held at the Schertz Civic Center

Speaking at the forums will be Jeff Walter, STX SEC, Paul Gilbert, STX

invited.
