I found a link and added a link that Chuck mentioned.

If we want to get the ARRL to reimburse the one-time $35 application fee for new license candidates younger than 18-years old for tests administered under the ARRL Volunteer Examiner Coordinator (ARRL VEC<mailto:vec at arrl.org>) program,  we as W5YI VE examiners have to fill out a form and send it to the ARRL.  The form would give us ARRL VE status.

Also:  Additionally, candidates younger than 18-years old would pay a reduced exam session fee of $5 to the ARRL VEC VE team at the time of the exam.

We would be licensed to administer ARRL tests without going through the test for ARRL VE.
